A seat goes to anyone who can approve a finding.
It counts permissions, not job titles. A membership spends a seat the moment its class can administer the organization, create projects, edit reports or manage insights, so a class your firm invents counts from the moment it can approve something.
An invitation holds a seat from the moment you send it, so two invitations cannot both be accepted against one free seat.

One caveat
This is an estimate.
It sizes list capacity against the numbers you entered and names the plan that covers them. The figure is confirmed with you directly, because it depends on the length of the term, any implementation work, private deployment, and the credit a paid single deal earns against an annual license within 30 days.
